A VPS Docker is a private virtual server with Docker CE or Portainer CE (Docker's graphical interface) pre-installed. You choose the template when ordering or later, with one-click reinstall—always on Ubuntu with full root access.

Not necessarily. The environment is already configured and ready to use. You do have SSH root access, so some basic admin skills are helpful.
